SIHL II Rulebook
The SIHL II is currently using the simulator that comes with
EA Sports 2001. All player ratings are taken from EA sports.
This is a fantasy league, not real life, so let's keep the league
fun. Any email messages sent to another GM which include
vulgarity (in a non humourless sense) will not be tolerated.
Rivalries are encouraged, but again, keep it fun.
Season
1. The season is 84 games in length.
2. The point system is as follows : 2 points for a win, 1 point
for a tie, 1 point for an ot loss, 0 points for a loss.
Playoffs
1. The top 8 teams from each conference move on to the playoffs.
2. Each playoff series is a best of 7.
Headlines
1. To avoid spam, all teams should send their press release to me
(Paul.Jones@cognos.com). I will them promptly post them on the
SIHL II website in the headlines section.
2. GM's are encouraged to send in trade rumours.
3. GM's are encouraged to send in an analysis of their trades.
4. On the occassion, some articles may be written about your team/players
that may be true, or may be false. That's just part of the game...the
SIHL II media is relentless at times :).
Rosters
1. You must have a minimum of 2 goalies and 18 skaters. However,
because of injuries, it is highly
recommended that you carry atleast 4 spare skaters.
2. You are allowed a maximum of 3 goalies.
3. You are allowed a maximum of 32 skaters.

1. You are required to dress 18 skaters and two goalies.
2. You are not required to provide me lines. However, if you wish
to, your lines must be in the following format :

Injuries
1. Injuries occur on a regular basis, and are based on a players
"Injury" rating.
Any players injured on a regular basis in the nhl, will have a
higher "Injury" rating.
2. Goalies cannot be injured, however, they do tire. If you over
play your goaltender, he will
become fatigued, and you must start your backup. How long a
goaltender remains tired is
based on his stamina rating.
Suspensions
1. The simulator automatically determines suspensions, so please
do not ask me to suspend a player.
Trades
1. You may trade players, draft picks, and cash. You may also set
up future considerations as part of any deal. For example, if you
trade Eric Lindros, you may want to add future considerations to
the deal where if Lindros plays 60+ games, you must also send me
a 1st round pick, or something like that. The future
considerations must be established before the deal is finalized.
1. After two teams have agreed upon a trade, they both must
submit trade confirmation to the SIHL II trade commissioner. The
trade is not valid until the commissioner receives confirmation
from both teams. It is recommended that after you 'cc' the team
you are trading with when you send in your confirmation. That
way, both teams know for sure confirmation was sent, and the deal
is final.
2. If the trade commissioner determines that a trade is
completely unfair (Jarg for Domi), he has the authority the red
flag a deal. If a deal is red flagged, it is recommended that all
GM's evaluate the deal and submit their opinion. If the majority
feel the deal is unfair, the team who recieved unfair
compensation will have the oppurtunity to back out of the deal.
The penalty system for teams red flagged is as follows :
1st offence - Warning
2nd offence - Fine of $250,000 SIHL II dollars
3rd offence - Loss of 1st round draft pick or $500,000 SIHL II
dollars
4th offence - Banishment from SIHL II
These rules are in place to keep the SIHL II competitive. These
penalties are severe, but keep in mind, they are
only for trades that are completely one sided. Teams will still
have the oppurtunity to improve their team drastically through
trading without totally ripping off another team.
Releasing Players
1. If you wish to clear a roster spot, you may
release your player. Before a player is released, he is placed on
waivers. If he clears waivers, he becomes a free agent. If a team
picks the player off of waivers, you will be given $25,000 SIHL
dollars from that team as compensation.
2. If you wish to release a player who has a SIHL II contract,
you must first place that player on waivers. If he clears
waivers, you will be required to pay 30% of the remaining
contract out. For example, the player has 3 years remaining on a
500,000 per year contract, you will be required to pay that
player $450,000 SIHL dollars.
Free Agents
1. Free agents are players currently not playing for any SIHL
franchise. If you wish to sign an SIHL free agent, the cost is $100,000
SIHL dollars.
SIHL Money
1. Teams can trade money as part of any deal.
2. Teams that can't meet their budget, obviously, cannot pay all
their players. If you are over budget, your top players will
begin to hold out.
Incentives
At the end of an SIHL season, teams will
awarded cash bonuses for league
participation. The incentives are as follows :
1) Teams which provide me with an SIHL logo will be awarded 250,000
sihl
dollars again this year.
2) Teams which send me between 5-10 headlines to post on the
website (sent
directly to me, not sihl mailing list) will be awarded 250,000
sihl dollars
3) Teams which send me 10+ headlines to post on the website (sent
directly
to me, not sihl mailing list) will be awarded an addition 250,000
sihl
dollars
4) Teams which have a up to date website will be awarded 250,000
sihl
dollars. If your website hasn't changed since last year, you will
not
qualify.
5) The team with the best regular season record will be awarded
250,000 sihl
dollars
6) Teams which make the SIHL playoffs will be awarded 100,000
sihl dollars
7) Team which wins the SIHL cup will be awarded 250,000 sihl
dollars
Coming Soon
During the offseason, players will have to be signed to contracts.
You will have to deal with your player's agent (computer program),
and the headaches of being a GM now begin. An algorithm will be
in place to determine what kind of contract a player is looking
for. Here is a list of items that are taken into account :
1) Performance (40 goal scorers tend to want the big bucks!!!)
2) Age (the aging veterans usually attract big money)
3) Potential (if a player is deemed by ea sports as a potential
superstar, he may want to be compensated accordingly)
4. Attitude (players who think highly of themselves, may ask for
money they don't deserve)
5. Player's agent. There will be different type agents for each
player. These agents will be randomly assigned to players.
This is a preliminary list, things may change before the
offseason begins.
I'm doing this to add the concept of actually having a real off-season.

You may be given a stadium (15,000 capacity) where your team
resides. It will be up to you to fill the stadium and perform
renovations. Filing the stadium will be based on money you spend
on marketing, costs of the seats, and how well your team is doing.
After a while, you may be able to do renovations to your stadium
and add extra seats. The purpose to this is to allow each GM to
build a rich franchise, which can afford high priced free agents
or young superstars. Some fantasy leagues do this, and I'm
considering it, we'll see.
